摘要
2014年,教育部重申义务教育就近入学并连续三年发文要求做好城市义务教育阶段就近入学,得到了社会的相应回应,出现了众多的舆论现象。运用百度对近几年涉及就近入学的舆论现象进行舆论搜索,根据舆论背后的学术关键词在中国知网进行学术搜索,配合一定的个案访谈,在此基础上进行舆论分析。发现,这些舆论现象可归结为舆论差异和舆论冲突。就舆论差异而言,既有赞成的声音,也有反对的意见,以赞成为主;就舆论冲突而言,突出体现在认知冲突和程序冲突,其实质在于价值冲突。对于舆论差异和舆论冲突,需要包容、需要消解,从而达成社会理解。
In 2014, the Ministry of Education restated the policy of neighborhood admission and has is- sued documents in the following years to guarantee the implementation of neighborhood admission at the stage of compulsory education in urban areas. The policy has obtained the social response accordingly and aroused plenty of public opinions. The authors used Baidu. corn to search for the public opinions related to neighborhood admission in recent years and conducted academic research by using the key words related to the public opinions in cnki. net. In addition, interviews were conducted for several cases. The authors ana- lyzed the data and found that the phenomena of public opinions can be categorized as the public opinion differences and public opinion conflicts. The former included both supportive and non-supportive opinions, and was dominated by supportive opinions; the latter included the cognitive conflicts and the procedural conflicts, and its essence lies in the value conflicts, we should tolerate and dispel the differences and con- flicts to reach social understanding.
