摘要
2016年国务院审议并通过《中长期铁路网规划》,"八纵八横"高速铁路网的建设进入战略实施阶段。实际案例显示,几乎每一条高铁线路的开通,都会导致相应民航市场的萎缩,民航有效应对高铁迅猛发展的策略亟待研究。本文首先介绍了国家高铁发展规划,然后通过民航与高铁运输在距离、票价和服务水平方面的定量和定性分析,得出与高铁运输相比,民航在准点率、短距运输、安检和携带行李等方面几乎没有优势。最后,笔者针对民航相对于高铁存在的劣势,提出在高铁迅猛发展的大背景下民航如何在运输行业提升竞争力的三点建议。
China government examined and approved the Mid-term and Long-term Railway Network Development Program in 2016, high-speed railway network of "eight horizontals and eight verticals" came into strategic construction. Enormous instances in practice tell us that almost every opening of a high-speed railway will result in the corresponding big market drops of civil aviation industry. It is very important and pressing for civil aviation industry to work out proper strategies to face the rapid development of high-speed railway. The paper first introduced China's mid-term and long-term railway network development program; secondly was a comparative analysis of civil aviation transportation and high-speed transportation with qualitative and quantitative data. It concluded that civil aviation transportation has no advantage over high-speed rail transportation in terms of punctuality rate, short distance transportation, security check and luggage carrying. The paper finally put forward three corresponding suggestions to enhance the competitiveness of civil aviation industry.
