天然气需求峰谷差显著,部分城市的最大峰谷比超过10:1。实施可中断气价优惠引导部分用户优化用气负荷、减少旺季用气量、增加淡季用气量是保障天然气市场供应安全的有效途径之一。为合理制定可中断气价,从可中断用户等级划分,可中断气价方案必选、可中断气价如何实施等方面进行了分析,提出了中断气价的优惠幅度、可中断用户界定、旺季与淡季划分等相关建议。
The demand peak and valley difference of natural gas is notable; the maximum peak-to-valley ratio of some cities exceeds 10:1. One effective way to guarantee safe supply of natural gas market is to implement interruptible gas price preference, so as to guide some users to optimize gas consumption, reduce gas consumption in busy season and increase gas consumption in slack season. In order to establish reasonable interruptible gas price,analysis is conducted from the perspectives of grading of interruptible customer, selection of interruptible gas price schemes and implementation method of interruptible gas price; relevant suggestions are proposed for preferential margin of interruptible gas price, definition of interruptible user and determination of busy season and slack season etc.
