我国政府职能研究的新视角

New Viewpoint on Studying the Function of Our Government

我国政府职能研究中的一个缺陷,就是只从职能的数量上研究如何减少,而忽视了对政府职能性质进行变革,这是我国政府职能研究难以进一步深入的原因。从政府职能性质特别是从“服务”视角研究政府职能具有积极意义,这是深化我国行政体制改革的需要,是我们继承人类先进文化成果的需要,也是我国与WTO规则接轨的要求。

The shortcoming in our study of government function is that we have only studied reducing the quantity of government function, but have ignored changing the character of government function. This is one of the reasons that our study of government function is difficult to make more progress in-depth. Analyzing the character of government function, especially from the service viewpoint, will have positive significance. Moreover, this methodology is the need for our country to deepen administrative system reform , and the need for us to inherit advanced culture achievement of human being, as well as the need for our country to integrate the WTO rules. This article hereby puts forward several thoughts from the service viewpoint so as to promote the transform of government function in our country.
