摘要
作为一种本土化的公共政策工具,专项治理在应对复杂的教育问题时通过整合政治结构、集中整治资源并获得体制支持而发挥了一定的积极作用。然而,考察学校安全的专项治理行动,能够发现专项治理的行政化特点对于师生教育自由具有一定损害,诸如增加学校工作负担、限制学生活动、疏离师生关系和追求形式主义等。教育专项治理所产生的效果往往具有短时性和表层性特点,相对而言,为了更好地保护师生的教育自由,需要更具长效的制度化治理。因此,健全的法律体系、多元的责任分担和制度化的风险预警对于教育治理而言愈发重要。
The education campaign-style governance is a special management action which is often adopted by contemporary Chinese governments. Obviously, it yields positive results in political structure, government resources and ideological support. However, governance administration always destroy education freedom of teachers and students by increasing workload, limited student activities, tensional education relationship and formalistic effect. Stable institutionalization governance is better than short- valid campaign-style governance. Therefore, it is significant to improve law system, burden sharing and risk early-warning.
