"全面从严治党"是中国共产党在实现民族复兴中国梦的历史新阶段为应对执政和发展考验而提出的加强党的建设的基本方针和根本要求。党的十八届六中全会对全面从严治党作出了系统的战略部署,在党的建设的理念、机制、方法和策略上体现了十个鲜明的辩证特性,反映出以习近平为核心的党中央对党的建设新的伟大工程的创新与发展。"全面从严治党"的十个辩证统一主要体现在维护党中央权威与充分发扬党内民主的辩证统一;尊重执政规律性与维护党员主体价值性的辩证统一;保持党的先进性、纯洁性与提升党的执政能力的辩证统一;思想建党与制度治党的辩证统一;全面开展与重在从严的辩证统一;继承性与创新性的辩证统一;借鉴世界其他政党经验与总结自身经验的辩证统一;刚性惩治与柔性爱护的辩证统一;严格执纪与监督保障的辩证统一;遵守宪法法律与党内规章的辩证统一等十个方面。
Proposed by CPC at a new historical stage of the China Dream of revitalizing the nation, comprehensively enforcing strict Party discipline servesas the fundamental policy and basic requirement for strengthening Party construction in response to challenges of political ruling and development. The Sixth Plenary Session of the Eighteenth CPC Central Committee put forward a systematically strategic layout on comprehensively enforcing strict Party discipline.The ten pairs of dialectical relations in the concepts, mechanism, methods and strategies for Party construction mirrored the innovation and development in the great project of Party construction by the Central CPC with Xi Jinping as its top leadership. The ten pairs of dialectical relations in comprehensively enforcing strict Party discipline are mainly embodied in the dialectical unification of guarding the Central CPC's authority and fully upholding inner-Party democracy, of respecting rule for governance and guarding the value of majority of the Party, of keeping the Party's advancement and integrity and enhancing ruling capability, of ideological Party construction and institutional Party governance, and of fully developing the guidance and focusing on strictness. Other dialectical relations are the dialectical unification inheriting and innovating, of drawing from other political parties' experience and reflecting on our Party's experiences, of rigid punishment and mild caring, of strictly executing disciplines and safeguarding supervision, and of observing the constitution as well asother laws and complying with inner-Party regulations.
