伯顿“二分法”在中国社区社会工作实践中的运用——以南京市X社区环境治理工作为例

在中国,社区除了是居民"共同体"之外,还是基层行政组织单位。社区行政组织既是传统社区社会工作的实施者,又是新时期社区社会工作的对象。因此,西方先进国家的社区社会工作理论很难直接用于指导中国的社工实务。伯顿(Batten)"二分法"就是因为中西社区存在不同的特性,需要在指导实践的过程中有甄别、有区分的加以利用。
