摘要
传统人事管理趋向于"以事为中心",具有事务性、集权性、被动性特点,而现代人力资源管理则是"以人为中心",具有战略性、挑战性、主动性特点,两者从管理观念、模式、性质、内容、方式以及管理人员素质等方面存在差异。随着经济体制改革的深入,组织客观发展的需要,传统人事管理不可避免地向人力资源管理转变,因此,"以人为中心"的人力资源人本管理成了管理者们需要予以重视并不断探索的课题。
The traditional personnel management tends to be "business-oriented" whose characteristics is transactional, centralized and passive, while modern human resources management is "human-oriented" whose characteristics is strategic, challenging and initiative. These two management have differences from the management concept, mode, characteristics, content, method to management personnel quality. With the deepening of economic system reform, to the needs of organizations development, the traditional personnel management will inevitably shift to human resources management. Therefore, the "human-oriented" human resources management has become the topic we need to attach importance to and practice.
