建国以来老年人社会权利的演变——以养老保险政策文本为分析对象

Evolution of the Elderly Social Rights since the Founding of New China:Analysis of the Endowment Insurance Policy Text

福利政策设计和实践体现着社会权利的实现程度。以我国养老保险政策文本为分析对象,阐述了建国以来养老保险政策的发展历程,并从中分析了老年人社会权利的演变过程及其最新进展,主旨认为老年人的社会权利应该建立在公民身份基础之上,以促进老年人养老公平。

The design and practice of welfare policy reflects the degree of realization of social rights. Based on China＇s endowment insurance policy text, this paper describes the development of endowment insurance policy since the founding of new China. In addition, with an analysis of the evolution of the elderly social rights and its latest progress, it suggests that the social rights of the elderly should be based on the citizenship, so as to promote the elderly pension fairness.
