摘要
该文认为,地方政府对接国家"一带一路"战略的思路与对策,需要考虑国家战略的顶层设计(纵向)、地方政府的相互竞争与学习(横向)、自身发展战略的路径依赖(内部)和地方的国际联系(外部)等四个方面的因素。上海作为我国海陆双向开放的重要节点,具备多方面的比较优势,应进一步结合"四个中心"、科创中心和自贸试验区建设,加强与国家"一带一路"战略的协同联动,重点突出金融、经贸投资、科技创新、人文交流和交通物流等领域的平台、基地、中心和枢纽功能。该文指出:上海在"一带一路"建设中真正的突破方向不在于具体项目,而是搭建高端合作平台,创新开放型经济体制机制,全面提升自身在全球经济治理中的制度性话语权。
This paper argues that the logic of local governments to implement the Belt and Road Initiative is shaped by four dimensions:the top-down design of national strategy in vertical,the competition among local governments in horizontal,the self-development from internal and the internationalization from external.Shanghai,a crucial junction in China two-way opening up over land and sea,enjoys many comparative advantages to enhance the collaboration with the Belt and Road Initiative by combining the construction of "Four Centers",the Technological Innovation Center and the China(Shanghai)Pilot Free Trade Zone,and to highlight the role of a platform,a base,a center or a hub in finance,trade and investment,technological innovation,cultural exchanges,and transport logistics. However,rather than accomplishing specific projects.The breakthrough in Shanghai is to build a high-level cooperation platform and create new systems for developing an open economy,so as to win more say in global economic governance.
