“社会经济生态”三维度工业废水治理效率评价及区域差异分析

Evaluation of Industrial Wastewater Treatment Efficiency from“Social- Economy- Ecology”Three Dimensions and Analysis of Regional Differences

基于BC2模型和Malmquist生产率指数模型,选取工业废水污染治理投资总额(104元)和工业废水治理设施套数(套)作为投入指标,工业增加值(10~8元)、工业用水总量(10~8m^3)和工业废水排放总量(10~4t)作为产出指标,利用全国30个省区2013年的截面数据进行静态研究分析、2004-2013年的面板数据进行动态分析,从"社会经济生态"三维度对我国工业废水治理效率进行评价.结果表明:我国工业废水整体治理效率不高,大部分省市治理水平低下,各个地区之间差异也很大,技术效率偏低是制约工业废水治理效率的主要因素,但近几年治理效率有所改善,总体呈上升趋势.因此,我国工业废水治理需要在提高资金与设备投入效率的同时,推动相关技术革新、完善组织与体制,提高工业废水治理效率.

Based on BC^2 model and Malmquist productivity index model, selecting investment of industrial wastewater pollution treatment （10^4 RMB） and numbers of industrial wastewater treatment facilities as input indexes, and taking industrial added value （10^8 RMB）, total quantity of water usage （10^8 m^3） and emissions of industrial wastewater （10^4 t） as output indicators, to conduct static analysis by utilizing sectional data of 30 provinces in 2013 and dynamic analysis of panel data from 2004 to 2013, the efficiency of industrial wastewater treatment from three dimensions of ＂Social-Economy-Ecology＂ in China was evaluated. The results show that： the governance efficiency of industrial wastewater in China is not high in most provinces and cities, and is with great regional differences, that the technical efficiency is low is the main factor restricting treatment efficiency of industrial wastewater. But the governance efficiency has been improved in recent years with rising tendency. The inverstment of capital and equipment shoule be improved, technological innovation should be promoted, organization and system should be prefected, thus the efficiency of industrial wastewater treatment could be improved.
