论转型社区的“城乡混合结构”

The Urban-rural Hybrid Structure of Communities in Transition

转型社区是在城市化与"城乡二元结构"松动条件下,城乡关系重构的结果。也恰恰是在这一过程中,转型社区形成独特的社会结构,即"城乡混合结构"。该结构作为阶段性的本质特征,是转型社区深度城市化的基础和出发点,其存在和运行,虽然有助进一步拆解城乡二元结构,但也使社区关系过度纠结,结构性张力过大,并呈现出普遍的治理之困。把转型社区纳入城市运行系统、建立或健全现代社区组织结构、改革集体经济体制机制、建构具有针对性的法律制度及地方政策法规,在城乡机制或规则的互动中求得平衡,是走出治理困境的主要应对之策。实践中尽可能避免剧烈地打破原社区结构,而是通过多元渐进路径,以实现转型社区的现代转型。

Communities in transition are the results of loosen urban-rural binary structure. During this process, a unique social structure, i.e. the urban-rural hybrid structure, is formed. As a fundamental phrasal feature, it is the foundation and starting point of deepened urbaniza- tion for communities in transition and help to deconstruct the binary structure, but its existence and function also brings extra entanglement and structural tension to community relationship and dilemma to community governance. The main strategies are including those communities into the urban operation system, establishing and improving modern community structure, reforming the collective economy institution, making issue-oriented laws and rules and seeking balance of interaction of institutions or rules between the urban and rural spheres. It is vital not to break the structure of the original communities insensitively but to take a progressive path to modernize them.
