城市公用事业特许投标中的问题及对策研究

On the Franchise Bidding of Urban Public Utilities

城市公用事业关乎民生大计,旧供给体制已经难以满足群众需求,改革势在必行。在引入特许投标制后,我国城市公用事业的产品和服务在质量、效率等方面均有一定提高,但是国情的不同使得该制度在中国显得有些水土不服,比如监管体系不健全、信息不畅、民众参与性不足等。这些问题都有待在制度实行过程中解决,如完善制度、提升公民意识等。本文将对问题与对策进行探讨。

Urban public utilities are very important to people＇s livelihood. With the original supply system being too limited to meet people＇s demand, reform is imperative. After franchise bidding was introduced to China, the quality and efficiency of urban public utilities in the coun- try have gained certain improvement. Due to our unique national conditions, however, problems have occurred in terms of insufficient regulatory system, information asymmetry, lack of public participation and so on. These problems should be solved in the process of system implementa- tion, i.e. perfecting institution, promoting civic consciousness, etc. This thesis will discuss the problems and countermeasures.
