摘要
从1986年以来联合发文角度看,教育综合改革的部委协同具有如下特征:协同部门广泛,至少有102个部门参与;协同部门不断增加,并大致可以分为三个相对独立的阶段;部门之间的协同频次呈"随年增加趋势",并在2008年后形成"高发区";在各级各类教育中,部委的协同重心在高等教育、基础教育与职业教育上;在七大改革领域中,部委的协同重心在人才培养模式、管理体制、学校建设、教师队伍建设与教育经费上;在41个改革主题中,部委的协同重心在德育、社会实践、高校建设、后勤管理、经费投入与管理、职业学校示范校建设、科研、教师培训、拔尖人才培养和就业上。
From analysis on joint document,the six characteristics of ministriy coordination in comprehensive education reform are as follows: First,ministries are widely engaged,including at least 102 departments. Second,the number of cooperation departments is increasing,and three independent periods can be divided. Third,frequency of ministry coordination has been increased,which formed the increasing peak after 2008. Fourth,the focuses of ministry coordination are higher education,foundation education and occupation education. Fifth,in seven major reform areas,the focuses of ministry coordination are talent training mode,management system,construction of teachers and schools,education appropriations. Sixth,in the 41 reform themes,the focuses of ministry coordination are moral education,social practice,university construction,logistics management,budget management,vocational demonstration school construction,research,teacher traning,top-notch talent cultivation and employment.
