Essence,Dilemma and Path of University Information Openness under Background of “Internet + ”

由于受到信息公开主体价值取向、信息共享意愿以及信息公开渠道的选择等因素的影响,我国高校信息公开之实施困难重重。为实现高校信息公开制度创新和保证公民知情权,需要引导高校转变观念,配套制定各地各校信息自由法、问责机制、保障体系等配套政策以及发展协调社会中介力量,优化高校信息公开的法律与政策运行环境。

Due to the impact of bodies＇ value orientation,intention of information sharing,information openness channel selected and other factors,which make it difficult to attain the common goal of information openness. In order to promote the institutional innovation of university information openness and ensure the right to know of public accountability,it would be essential to change educational concept,to draft out some supporting policies of Freedom of Information Act,accountability mechanism and security system etc.,to coordinate social intermediary force,and to optimize the laws or policies environment of university information openness.
