摘要
进入20世纪90年代以来,中国的五年规划编制日益民主化、科学化与制度化,决策参与主体也更加多元。通过多种形式的参与,智库为国家重大决策提供了重要的智力支持,越来越受到国家决策层的重视。文章以清华大学国情研究院为案例,阐释了智库在参与国家重大规划的前期、中期与后期扮演的三种角色,即概念规划者、规划建议者、规划阐释者。通过个案研究,归纳出智库建设经验及其影响规划决策的有效路径。
Since the 1990s, the formulation of China's five - year plans has become increasingly democratic, effective and institutionalized. Meanwhile, as more diversified agents and organizations participating in the deci- sion- making process, think tanks are also given greater importance owing to their intelligence support for China's major policymaking. Taking the Institute for Contemporary China Studies in Tsinghua University for example, this article examines the three roles played by think tanksbefore, during, and after the formulation five - year plans when they serve as the designers, advisers, and interpreters. This studyanalyzes the successful experience from developing think tanks and an efficient path they take to influence the formulating of the plans.
