智库透明度评价与中国智库建设

Evaluation of Think Tanks' Transparency and Development of China's Think Tanks

围绕中国智库建设的研究大多强调智库独立性对中国智库建设、智库影响力的意义,但并未就如何保障和实现中国智库独立性展开系统研究。文章将智库透明度视为智库独立性的重要保障机制,将智库透明度与独立性的分析置于智库运行体系的框架之中,提出了智库透明度的基本维度,构建智库透明度评价体系,并对100家有较大影响力的中国智库进行透明度评价。研究发现:社会智库总体透明度的平均水平较高,得益于其对网站运营的重视;中国智库的财务透明度水平总体较低,相比而言,事业单位智库和社会智库的财务透明度相对较高,前者受"三公"经费公开等政策的影响,后者则主要受资助基金会规范运作的外部机制的影响,表现出影响不同类型智库透明度的差异性机制。

Most of the studies on the development of China＇s think - tanks emphasize the importance of their independence and influence. This article believes think tanks＇ transparency is vital for them to become independent, and analyzes how their transparency influences their independence based on the think tank operation system. The article puts forward the basic dimension of think tank transparency and establishes transparency evaluation indicators to evaluate the transparency of 100 well - known think tanks in China. The findings show that the transparency level of think tanks is high on the whole, which is due to the emphasis they place on the opera- tion of their websites. However, the financial transparency of think tanks is generally low. The financial transparency of semi - official think tanks and private think tanks is higher than that of other types of think tanks. The public expenditure disclosure policy as an internal mechanism influences the financial transparency of semi -official think tanks, and legal regulation over foundations as the external mechanism influencesprivate think tanks＇ transparency, which shows there are diversified factors influencing the transparency of different types of think tanks.
