我国征地农转非人员参与配套养老保险研究--基于重庆入户调查的Logistic回归分析

Study on the Supporting Endowment Insurance of Landless Farmers in China

长期以来,在我国所形成的城乡二元结构使社会保险制度的建立和实施呈现出城乡截然不同的情形。自2010年8月起,重庆市开始实施户籍制度改革,此次大规模的户籍改革后,千百万农民脱离土地进入城市生活。而在失去最主要的生产资料——土地后,这些农民能否适应城市的生活也成为社会各界广为关注的焦点。基于此,文章通过运用Logistic回归模型对重庆入户调查获得的关于征地农转非人员参与配套养老保险情况进行分析,并找出影响他们参与度的因素以及存在的问题,从而为配套政策的完善和实施,提出实行分级缴费并逐步提高给付标准等若干有一定针对性和可行性的政策建议。

For a long time, urban -rural separation has led to diametrically differences in the establishment and implementation of social insurance systems in urban and rural areas in China. Since August 2010, Chongqing has been reforming the household registration system on a largescale reform, making it possible for millions of farmers to leave rural areas and live in cities. Will these farmers, who have lost land, probably the most important production materials, be able to adapt to urban life？ This has become a focus of attention of all sectors of society. Based on the logistic regression model, this paper makes an analysis of how former farmers in Chongqing whose hand has been expropriated and who have been granted rural residence people and participated in the old - age insurance scheme. The paper finds out the factors affecting their participation as well as the problems involved. Based on this, the paper offers targeted and feasible policy suggestions regarding how to im- prove and implement the scheme.
