摘要
20世纪80年代以来,世界范围内形成了以人员流动、项目流动和机构流动为标志的三种主要跨境高等教育合作模式。在一些跨境高等教育发达地区,在国际组织、区域国家政府、高等院校等协力合作下,一种新的区域跨境高等教育合作模式——跨境大学出现并迅速发展。通过对典型案例巴伦支海跨境大学的产生背景、运作机制、存在问题等方面的研究,建议我国在构建"一带一路"教育共同体和在"一带一路"区域开展跨境高等教育活动时,应从战略高度充分认识跨境大学的价值与作用,积极构建"一带一路"跨境大学;推进学位学历互认,加强跨境高等教育质量保障;多方筹集资源,拓宽办学实体来源;畅通沟通和协调机制,助推跨境高等教育深入务实合作。
Since 1980s, the world has formed three major cross-border higher education cooperation models: mobile of person, mobile of project and mobile of institution. In the 21 st. century, under the cooperation of interna- tional organizations, regional governments and universities, a new model of regional cross-border cooperation in higher education which is cross-border university has been emerging and developing rapidly in some areas. Taking Barents Cross-Border University as an example, the article studies background, mechanism of operation and prob- lems of this new model. Based on this analysis,the article suggests that Chinese government and universities should fully understand the value and function of cross-border university, and actively build cross-border univer- sities under "the Belt and Road" initiative, promote mutual recognition of academic degree, and strengthen quality assurance of cross-border higher education. It also suggests that we should raise funds from various organization, and broaden entity into cross-border higher education, and smooth mechanism of communication and coordination to promote in-depth and pragmatic cross-border higher education cooperation.
