对北京市高校外迁问题的分析与思考

Analysis and Thinking on the Problem of the Relocation of Universities in Beijing

为更好地发挥首都核心功能,建设宜居之都,中央和北京市正大力推进在京高校的外迁工作。北京市高校外迁可供选择的模式有三种:迁往北京郊区的大学城、迁往河北省、迁往京津冀外的其他省市。无论哪种模式的外迁,外迁高校都应做到:传承高校文化;稳定教师队伍;确保招生质量和就业质量;处理好附属单位问题。高校外迁是建设"双一流"的教育战略同京津冀协同发展的国家战略深度融合的产物,为相关高校开辟了更广阔的发展空间。高校应以此次外迁为契机,大力推进学校的转型升级,抒写改革、创新、发展的新篇章。

In order to strengthen the core functions of the capital and build livable city, the central and Beijing government are vigorously promoting the work of the relocation of universities in Beijing. The author put forward three models of the relocation for the choice. This article puts forward some policy suggestions： no matter what patterns of the relocation, it should inherit the campus culture, to stabilize the teaching staff, to ensure the quality of the enrollment and employment and to deal with the problems of the subordinate units. The relocation of universities is the product of the deep integration between the construction of ＂Double-First-Class＂ educational strategy and the national strategy of Beijing-Tianjin-Hebei Cooperation, which opens up a broader space for related universities. Universities should take this relocation as an opportunity to vigorously promote the transformation and upgrading of the school, and write a new chapter in the reform, innovation and development process.
