京津冀公共服务一体化机制设计框架

Beijing Tianjin Hebei collaborative development in the integration of public services: A mechanism design framework

公共服务一体化是推进京津冀协同发展的重要保障,关系到京津冀人才、资本等要素能否"流得动"和"留得住"。然而,京津冀公共资源分布极为不均衡,区域公共服务水平巨大落差不仅阻碍了区域内要素资源自由流动,也加大了京津冀协同发展难度。本文在京津冀协同发展的背景下,分析了京津冀公共服务一体化面临的障碍,设计了一个实现区域公共服务一体化机制框架,旨在促进公共服务资源均衡化配置,打通公共服务供给与需求之间灰色地带,建立京津冀公共服务协同发展机制体系。

Publlc service integration is an important guarantee to promote the coordinated development of Beijing, Tianjin and Hebei. relationship to talent, capital and other elements of the flow can be＂ flow＂ and ＂stay＂. However, Beijing, Tianjin and Hebei public resource distribution is extremely uneven, the huge gap between the level of regional public service not only hinder the free flow of resources within the re- gion, but also increased the difficulty of Beijing, Tianjin and collaborative development. In the context of the collaborative development of Beijing, Tianjin and Hebei, The obstacles of the integration of public service in Beijing, Tianjin and Hebei are analyzed, This paper designs a framework of integration of re- gional public services, promote the balanced allocation of public service resources, open up public serv- ices between the supply and demand of the gray area, establish public service system of Beijing Tianjin Hebei collaborative development mechanism.
