摘要
幸免事件是地铁运营安全管理的重要工作内容,明确地铁企业幸免事件的概念以及其与相关概念的区别联系,便于对幸免事件进行有效的管理。通过对比分析、归纳、调研访谈、统计分析等方法,结合地铁行业的事故特点,对幸免事件进行分析和研究。总结幸免事件管理的现状、目的和意义,给出地铁企业幸免事件的定义,梳理幸免事件管理的报告、调查、纠正措施、经验教训分享、统计分析等管理框架以及管理内容,并通过案例对幸免事件管理进行阐述。最后得出结论:层级管理、激励机制在幸免事件管理中是非常重要的,幸免事件管理是企业安全文化的一部分。
Near-miss Event is an important part in metro operation safety management. In order to define the concept of nearmiss event in subway enterprises,and identify the differences and / or relations with other related concepts,the near-miss event was analyzed and studied through comparative analysis,induction,research interviews,statistical analysis and other methods based on the characteristics of the metro industry. The paper discussed the definition and management significance of near-miss event,as well as the framework and main contents of near-miss event management including reporting,investigation,corrective actions,experiences and lessons. The statistical analysis is based on case studies. The final conclusion is made as follows: it is important to adopt the hierarchy management and incentive mechanism in the near-miss event management and the near-miss event management is indispensable in metro enterprise safety culture.
