Labor Budget Price Adjustment Involved in the Quota Criterion on Land Development and Consolidation

文章阐述了土地整治定额人工预算单价的内涵和构成,分析了存在问题及其与市场人工单价的差异,并对产生差异主要原因进行了剖析。通过对相关行业定额人工预算单价调整情况的研究,认为基本工资和人工预算单价构成是调整现行定额人工预算单价的关键。在分析基本工资与最低工资标准的联动关系的基础上,研究了合理调整基本工资的实施路径,并就基本工资调整幅度、人工预算单价构成及今后进一步完善定额人工预算单价提出了调整方案和相关建议。

This paper firstly introduces connotation and formation with regard to labor budget price of land reclamation quota; analyzes both the problems we face in this regard, as well as the major reasons behind the difference of labor budget price with market labor price. Through some cases study, this paper argues that basic pay and the composing of labor budget unit price constitute the important aspects for adjusting quota labor budget price. On the basis of analyzing linkage relation between basic pay and minimum wage standard, this paper introduces the implementation means for reasonably adjusting the basic wage, and proposes adjustment scheme and related suggestions with regard to a range of basic wage adjustment, the composing of labor budget unit price, and the next step for improving quota labor budget price.
