摘要
第三方教育评估以其独立性、专业性和公正性"三性"而著称,能够有效促进教育质量的提高。然而由于历史原因,我国第三方教育评估远远落后于欧美等发达国家。滇池学院在多年的现代大学制度的探索中,于2012年开始了第三方评估教职工的实践:第一阶段是校内"准第三方"改革教师评价新模式;第二阶段是校外专业评估机构的第三方教职工岗位绩效评估,实现评估的独立性、专业性和公正性;第三阶段是学院、第三方以及各管理部门协调合作实现"管评聘分离"新机制。滇池学院第三方评估机制"萌芽—形成—发展"探索成长的历程,实现了"学院管理、第三方评估、部门聘用"的"管评聘分离"现代大学人事管理制度新格局。
The third party educational evaluation is known as three characteristics: independence, professionalism and impartiality, which can effectively improve education quality. However, due to the historical reasons, Chinese the third party educational evaluation is far behind the developed countries such as Europe and the USA. In the exploration of modern university system for many years, in 2012 Dianchi College started its practice of the third party's staff evaluation: the first stage is the internal "quasi-third party's staff evaluation"in order to reform the teacher evaluation; the second stage is the third party's staff performance evaluation of the external professional evaluation agency to realize the three characteristics above; and the third stage is the new evaluation mechanism of the coordination and cooperation among the college,the third party and management departments in order to achieve"the separation of management,evaluation and employment". The"birth-formation-development"process of the 3rd party's eval-uation in Dianchi College achieves the new pattern of "the separation of management, evaluation and employment"of the personnel management reform in modern university system.
