构建京津冀生态补偿机制能够有效解决京津冀区域存在的经济社会发展与生态供给不平衡的矛盾,是京津冀协同发展和可持续发展的迫切需求。目前,亟需通过完善京津冀区域生态补偿立法、设立京津冀区域生态补偿管理机构、制定科学规范的补偿标准、拓宽补偿资金的筹集途径、采取多维长效的生态补偿形式、建立健全生态补偿的评估与监管机制,解决京津冀区域生态补偿面临的困境。

Construction of ecological compensation mechanism in the Beijing-Tianjin-Hebei region can effectively solve the problem of the imbalaneed contradiction between economic and social development and ecological supply in the Beijing-Tianjin-Hebei region. Beijing-Tianjin-Hebei has the urgent demand for the coordinated and sustainable develop- ment. At present, the Beijing-Tianjin-Hebei region needs ecological compensation legislation, management institution for ecological compensation, scientific and standardized compensation standard, the ways to raise compensation funds, multi- dimensional long-lasting forms of ecological compensation, and the perfect assessment and supervision mechanism of eco- logical compensation in order to deal with the predicament of ecological compensation in the Beijing-Tianjin-Hebei region.
