沧州市石油化工行业以及房地产行业仍然存在着结构性产能过剩的问题,其原因有:产业同质化、趋同化投资过度;科技投入强度低,技术自主创新能力不足;城镇化进程带来的影响等。要解决产能过剩问题,只有进一步推进供给侧结构性改革,具体措施包括:去产能要权责分明;化解房地产库存要积极推进农民工市民化;要加快资源要素市场化配置;要激活自主创新动力;要大力发展服务业,努力创造新供给。
