Research on the Present Situation,Problems and Strategies of the Construction of New Agricultural Management System

近年来湖南省新型农业经营体系发展迅速,取得了明显成效。但当前湖南新型农业经营体系发展仍存在土地流转难、资金筹措难、服务保障难、经营人才缺乏等突出问题,迫切需要政府加大对新型农业经营体系建设的规划引导,加强对新型农业经营体系建设的政策扶持,创新方式加快和规范农村土地流转,提高新型农业经营主体的融资能力,强化对农业人才和技术的培训力度。

The new agriculture management system has recently developed quickly,and the effect is obvious. However,the prominent problems have still existed in the new agriculture management system in Hunan province,such as the difficulties on land conversion,fund raising,service assurance,and the lack of the planning managerial talents.It urgently needs government to strengthen guidance and increase the policy support on the establishment of new agriculture management system.h is neces- sary to accelerate the innovation methods,normalize the rural land conversion,improve the borrowing capacity of the new agri- culture management main body, and enhance the training strength of the agricultural talents and technology.
