高校资产管理与预算管理结合的有效策略

Effective Strategy of the Combination of Asset and Budget Management in Colleges and Universities

经过长期的资产管理实践发现,将高校资产管理和预算管理相互结合,是提高资产管理水平的有效途径之一。当前高校资产管理与预算管理在结合的进程中仍然存在,缺乏较为完善的配套管理制度;缺乏完善的预算编制管理制度;缺乏完善的资产配置标准制度;缺乏与之配套的合理工作机制等问题。提出理顺资产管理体制、强化预算编制管理、完善资产配置标准和提高资产共享程的策略。

After a long period of asset management practice,it is found that the combination of asset management and budget management in colleges and universities is one of the effective ways to improve the asset management level. There are still some problems in the process of integrating the current universities asset and budget management,such as the lack of better supporting management system,budget management system,asset allocation standard system and lack of reasonable working mechanism. This paper puts forward strategies of rationalizing the asset management system,strengthening budget management,improving the asset allocation standard and promoting the asset sharing process.
