关于公路工程建设中不平衡报价解决措施的探索

Exploration about unbalanced quotation solutions in construction of highway engineering construction

本文通过笔者近年参建的高速公路项目合同管理中经常遇到的投标人不平衡报价问题,结合项目实例,从四个方面对不平衡报价的解决措施进行了探索和研究。对工程量清单单价根据业主预算单价进行全面调整,适合较简单的工程项目;采用一定的计算程序对投标人的不平衡报价进行部分调整;利用预算软件对投标人的报价范围进行设置;仅针对发生变更的工程细目进行调价。最后结合特长隧道的施工等项目建设实际情况,对单价调整工作进行了进一步的阐述和讨论。

In the paper, project implementation is combined, unbalanced quotation solutions are explored and studied from four as- pects through bidder unbalanced quotation problems frequently encountered in highway project contract management participated by the author in recent years. BOQ unit price is comprehensively adjusted according to owner budget unit price, and it is suitable for sim- pler projects. Certain calculation procedures are adopted for partially adjusting unbalanced quotation of the bidder, budget software is utilized for setting quotation scope of the bidder, and only project items with change undergo price adjustment. Finally, ultra-long tun- nel construction and other project construction actual condition are combined for further describing and discussing unit price adjust- ment work.
