上海自贸区的功能定位反思及其调整——基于平台经济理论框架的分析

The Refl ection and Adjustment of the Functional Orientation of Shanghai Pilot Free Trade Zone: Based on the Theoretical Analysis of Platform Economics

本文基于平台经济理论,首先构建上海自贸区建设的平台经济理论分析框架,然后依据此框架,以香港和新加坡作为参照区,对上海自贸区建设的功能定位进行反思。结果表明:当前以"金融+服务贸易+科技"的功能定位模式超前于现实中的自贸区平台经济条件,并认为至少在5~10年之内,上海自贸区的功能定位重点应该以金融服务创新和投资便利化为中心,通过货物贸易和以制造业为基础的科技创新来促进金融改革和服务贸易的发展。当前政府重点要对平台企业或平台提供者在合同的组成、规则及结构等内功环节上狠下功夫,同时要大力提升自贸区的供需双边市场环境。这一研究为推进中国其他省市区自贸区的稳步快速发展提供新的思路。

The paper is based on the theory of platform economy, building the theory framework of platform economy about the construction of SPFTZ in the first step,then on the basis of this framework reflecting the functional orientation of the construction of SPFTZ compared with the experiences of Hong Kong and Singapore. The result shows that the current functional orientation of ＂finance ＋ trade in service ＋ science and technology＂ is ahead of the economic conditions of SPFTZ, and the center of the functional orientation of SPPTZ is the innovation of financial service, investment facilitation ,and facilitating financial reform and trade in service by the means of scientific and technical innovation which is based on trade in goods and manufacturing industry in the next five to ten years. Government is supposed to concentrate on the internal links such as composition, rule and structure of the contract, and improve the environment of the supply and demand market.
