加强公共资源管理的四维视角

Four-dimensional Perspective on Strengthening Public Resource Management

本文在明确属性、阐述价值和分析特点的基础上,力图证明公共资源管理与公共服务管理、公共安全管理一样,是政府的一项基本职能;本文通过公共资源管理与公共管理一级学科、与土地资源管理的比较分析以及理论供给判断,积极呼吁公共资源管理应该成为公共管理一级学科之下的二级学科;本文从整体性治理的视角,对内部整合和外部协同的公共资源管理两种类型提出了最新思考;本文在确认监管对象和监管手段的基础上,提出实现公共资源管理目标和可持续发展战略,最重要的是理顺中央与地方、执法权与收益权的关系,建立两者之间的平衡机制。同时,还必须理顺政府与社会的关系。

On the basis of definite attributes, elaboration value and analysis characteristic, this paper tries to prove that public resource management is one of the basic function of government, like public service management and public safety management. This paper compares analysis of public resource management with that of public management and land resource management,and actively calls for that public resource management should become a secondary discipline of public management. From the perspective of holistic governance, this paper proposes the latest thinking on the two types of integration and external coordination of public resource management. On the basis of confirming the object of supervision and regulation measures, this paper proposes to achieve the objectives of public resource management and sustainable development strategies. The most important thing is to straighten out the relationship between the central and local, and between the Law enforcement right and income right, to establish a balance mechanism between the two, and to straighten the relationship between government and society.
