Clarification of the Terms in Government Outsourcing

近几十年来,我国政府购买服务的实践经历了从初步尝试到全面推广的发展历程,如今政府购买服务业已成为政府提供公共服务的重要方式。然而,究竟什么是政府购买服务,无论在实践中还是在学术界,看法并不一致,相关术语还存在着较为严重的混用现象。本文聚焦这一现象,梳理现有政策和文献中相关术语的使用情况,并通过概念辨析尝试回答政府购买服务内容等相关问题。

In recent decades, government outsourcing has always become an important method for providing public service, since it had been introduced and impelled by Chinese government. However, the basic terms in this field have not been defined precisely, and are usually interchanged in academic circle and practice in China. In order to clarify the confusion of the terminology , this article analyzes the usage of the terms in both the policy and literature, and tries to find out what may be contracted by government in China through discriminating the Chinese terms.
