FDI进入、技术溢出与城市基础设施绩效改进

FDI's Participation,Technology Spillover and the Improvement of Urban Infrastructure's Performance

外商直接投资(FDI)作为私人部门引进技术的重要载体,其进入公共事业领域是否会对城市基础设施改进存在着技术溢出效应?文章基于2007-2012年我国645个县区级城市层面的面板数据,构建静态及动态面板数据模型对上述问题进行了系统探究。研究结果表明:从总体上讲,FDI进入城市基础设施领域会通过技术溢出显著地提升城市基础设施绩效水平;不同类别城市基础设施领域的FDI进入的技术溢出效应存在着一定的差异性,即沿海地区城市低于内陆地区城市、东部地区城市低于西部地区城市以及市辖区低于县级市。这些结论可为我国未来调整公共事业领域吸引外资的政策提供重要的依据。

Foreign direct investment （FDI） as an important carrier of the private sector to introduce technology, whether its participation in the public sector has caused technical spillover effects on the improvement of urban infrastructure？ In the article, based on the data of 645 cities （county-level cities and municipal districts） from 2007 to 2012, we construct an empirical model of static and dynamic panel to study these issues systematically. The results show that： on the whole, FDI which participated in the public sector, had significantly improved the performance level of urban infrastructure through technology spillovers effect; and effect varied in different categories of urban infrastructure, i.e. coastal cities were less significant than the inland city, the eastern area cities were less significant than the westarea cities and municipal districts less than the county-level cities. These conclusions could provide an important basis for the future adjustment of policyin public sectors on attracting foreign investment.
