以对行政区内幼儿园所公益性质的认定为基础,地方政府充分发挥主导作用,大力发展普惠性幼儿园是促进区域学前教育均衡优质发展的关键。具体而言,一方面政府应不断加大财政投入,积极发展普惠园,确保辖区内适龄幼儿有园上;另一方面应通过优质园示范带动、教师交流和规范管理,保证学前教育优质发展,实现辖区内幼儿上好园的目标。

Based on the recognition of the public welfare nature of kindergartens, the local government should play a leading role in improving the balanced development of preschool education in the region, of which the key is to construction generalized kindergartens to the best of the government＇s abilities. On the one hand, the government shOuld increase revenue and actively develop generalized kindergartens to ensure that children in the region have access to kindergarten. On the other hand, the government should focus on the improvement of education quality of all kindergartens in the region to ensure each child can get quality preschool education.
