目前我国经济正处于发展中的必要调整阶段,伴随着经济增速的放缓以及多年来高校扩招的影响,我国大学生就业形势日渐严峻。在此背景下,鼓励大学生创业成为解决就业问题的关键所在。文章结合"新公共服务"框架,重点讨论在大学生创业过程中政府应扮演何种角色、社会组织应发挥何种作用、创业主体应以何种方式有效率地开展创业工作。

The necessary adjustment in the development of our country＇s economy is in a stage. With the economic slowdown and the influence of the enrollment expansion of colleges for years, college students＇ employment situation is getting serious. In this background, to encourage college students＇ entrepreneurship has become the key to solve the problem. Under the ＂New Public Service＂ framework,the paper focuses on what role government should play in college students＇ entrepreneurial process, what ways are the most efficient for the enterpreneurial subject to participate in the cooperation with other social organizations.
