社会转型期的仇警心态研究

Study on Mentality of Hating Police in Social Transition Period

当下社会中存在较明显的仇警心态,主要表现为民众对警察群体的低度信任、负面刻板印象以及频繁的警民冲突。仇警心态产生的原因既有宏观的社会转型背景下结构性怨恨的弥漫,也有中观层面基层政府滥用警力的不当做法,还有微观层面警察队伍中存在的贪污腐败、滥用公权、粗暴执法等严重问题。要疏导仇警情绪,可从理清警察职能,明确权力责任;树立法治理念,强化规则意识;科学应对媒体,引导社会舆论;加强公民教育,提升民警素质这四方面着手。

There is obvious mentality of hating police in current society. It is mainly reflected in low trust, negative stereotypes image to police group and frequent clashes between police and civilians. Structural resentment diffusing under the macroscopic background of social transformation, inappropriate abusing police force in grass-roots government police in Meso level, micro level of serious problems like corruption, abusing public power and crude law enforcement that exist in the police force lead to the mentality. We need take 4 actions to guide the hating police emotions： 1.Set clear police role and responsibility; 2.Build concept of the rule of law and strengthen rule consciousness; 3.Deal with the media scientifically and guide the public opinion; 4.Improve civic education and the quality of police.
