依规治党视域下县域干部行为逻辑转型与路径选择

Logical transformation and approaches to the county-level leaders' behaviors in the perspective of the running of the Party by law

新时期,依法治国背景下提出依规治党,这要求县域干部在行为选择过程中遵循正当性行为逻辑,即在必要条件下的规则约束中衍生出的合价值与合正义行为。客观时空性和主观适应性决定了县域干部行为逻辑转型过程。从实践来看,我国县域干部行为选择的内在逻辑经历了从伦理性行为逻辑向结果性行为逻辑的转变过程:伦理性行为逻辑客观时空下,县域干部行为选择过程产生关系差序型行为变异;结果性逻辑导向下,"政治生涯"压力和"政绩观"驱动,使处于双重角色冲突之下的县域干部行为逻辑选择陷于困境,产生压力型行为变异与趋利型行为变异。依规治党为县域干部行为正当性逻辑转型提供外在理由,从而消解县域干部双重角色压力。基于人性假设视角,分析县域干部行为转型图谱,探索多方路径,可为依规治党背景下县域干部正当性行为逻辑顺利转型提供支持。

In the new period, the ruling of the country by law leads to the ruling of the Party by law, which requires the county - level leaders to behave by following the behavioral logic, that is, their behaviors should be justified under the specific conditions. Their tem- poral and spatial objectivity and subjective adaptation determine the process of their logical transformation. In fact, the inherent logic of the choice of the behaviors of the county - level leaders has experienced from the ethic to the resultant. The former leads to their behav- ioral variation in terms of sequential relations while the latter leads to their pressure - driven and profit - driven behaviors when facing the dilemma of political career and professional achievements. The ruling of the Party by law will provide the external justification for the logical transformation of the county - level leaders＇ behaviors and reduce the pressure of their dual roles. In the perspective of the hypothesis of human nature, the analysis of the existing transformation of the county - level leaders＇ behaviors will provide more ap- proaches to their justified transformation in the perspective of the running of the Party by law.
