To intensified competition of oil refining enterprises and development of alternative energy in China, through the analysis of development and variation tendency of economy, politics, culture, science and technology in the future, especially the impact of technology development on enterprise development, the paper predicts the change of crude oil and product oil demand, the pattern of oil refining enterprises, the changes of working ability, structure optimization and adjustment, technical progress and business management in China. Based on the comparison of the current oil refining enterprises in China and international well-known producers, the paper proposes that it can be developed through process equipment transform. Structure optimization can be achieved through adjustment of process equipment structure, product structure, material supply and market structure. The core competitiveness of enterprises should be improved through technical development of security and environmental protection, production and operation, device and equipment and information construction. Constructive suggestions and measures are put forward in many aspects to build the competitive advantage of oil refining enterprises.
