美军航天装备试验鉴定体系发展现状研究

Research on Development of U.S. Army Space System Test and Evaluation

美军经过多年的探索与实践,逐步建立并持续优化了航天装备试验鉴定体系。通过对美军航天装备试验鉴定现行与历史性政策、指令,以及文献资料的深入分析,重点对体系中试验鉴定的理念与方法、组织管理、法规标准、试验资源等关键要素进行了研究。通过研究,提出了美军航天装备试验鉴定体系发展历程和阶段性问题,分析了各体系要素的内容和特点;从试验鉴定的理念方法、组织管理等方面,提出了我国航天装备开展试验考核的启示与建议。

After years of exploration and practices,U.S.army has established and gradually optimized its space system test and evaluation（TE）within the defense acquisition system.Based on in-depth analysis of current and historic policies,instructions and relevant literatures of space system test and evaluation of the U.S.army,the paper studies key elements of the system like idea and method,organization and management,regulations and standards and test resources of U.S.army TE system.Based on the study,the paper concludes the development course and phased problems of U.S.army space TE system,and analyzes contents and features of each element;the paper proposes some enlightenments and advices on China＇s space system test and evaluation in concept,method,organization,management and some other respects.
