基于生态安全格局下的滨海地区城市开发——以青岛市红岛片区概念性城市设计为例

Urban Development in Coastal Area Based on Ecological Security Pattern:A Case Study of Practice in Hongdao Conceptual Urban Design

随着海洋经济时代的来临和城市滨海发展的趋势,滨海地区作为城市最稀有、最宝贵的资源,不仅是城市中土地价值和景观风貌最精华的区域,也是各种自然生态元素最密集、生态最敏感的地带。滨海地区城市开发有别于其它地区的城市开发,需要把生态环境的安全性放在首位,因地制宜,因势利导地利用各类海岸生态资源,为城市营造一个绿色可持续、宜居宜游的空间环境。基于青岛市红岛片区总体城市设计为例,探讨从生态安全角度出发优化空间用地布局,尊重山、海、城相融的地形地貌特点,将海洋文化主题内涵与滨海资源等结合起来统筹考虑,创造优质的生活、工作和旅游环境,并推动低碳发展和生态保育,从而实现经济、社会与环境的可持续发展。

Along with the approach of marine economy times and development mend of urban coastal areas, as the tarot and the most valuable resource of cities, coastal area is not only the most golden area in land value and landscape of cities, but also is the most sensitive ecological area with the densest natural ecologic elements. Urban development of coastal areas is different from that of other areas. We should put the safety of ecological environment in the first place, and take advantage of various coastal resources according to local conditions to create a green, sustainable, livable and tourist space environment in the city. Taking overall urban design in Hongdao District, Qingdao City as an example, the article probed into the optimization of land space layout from the aspect of ecological safety, respected topogaphic and geomorphic features that hills, sea and city blend into harmonious scenery, fully considered the combination of sea culture and coastal resources, created high-quality living, working and tourist environment and promote the development of low carbon and ecological conservation, so as to realize the sustainable development of economy, society and environment.
