论社区矫正基层执法机构的并管模式

On the Incorporating Managing Model of Community Correction of Law Enforcement Agencies at Grassroots

我国社区矫正基层执法机构的主要模式除了传统模式、兼管模式和直管模式外,还有一种模式,可以称为"并管模式",其主要特点是:根据工作需要和有关情况将司法所进行适当合并后由其负责特定区域内社区矫正工作。并管模式是在司法所人员较少、任务繁重等情况下为了顺利开展社区矫正等工作而进行的有益尝试,可以较好地解决人少事多等突出问题,具有明显的优点。

The major models of the grassroots law enforcement agencies of community correction in China include the traditional model,the concurrently-managing model and the vertically-managing model. Besides,there is another model which can be called ＂the incorporating-managing model＂; its main characteristics is that,according to the needs of work and the relevant circumstances,the justice stations should be properly combined to be responsible for the community correction work in the specific area. This model is a useful attempt to carry out the work of community correction in the case of less justice personnel and heavy tasks; and it can also better solve the problem of less people and more outstanding issues,which shows its obvious advantages.
