环境设计预防犯罪解读——以“甘蒙8.05系列强奸杀人案”为视角

In the Perspective of “Gan-meng 8.05 Series Rape and Homicide” Environmental Crime Prevention Design

环境设计预防犯罪(CPTED),即通过五个核心策略——自然监视、入口管理、领域属性、活动支持和地方维护实现对城市住区的合理规划、设计与改造,达到减少犯罪、提高居民生活品质的目的。近年来,该理论在国外迅速发展,引起关注。通过近期侦破的"甘蒙8.05系列强奸杀人案"考察我国城市环境设计的空间与时间分布可知,我国城市环境设计在犯罪预防功能上存在较大缺陷。因此,应从环境设计预防犯罪的五项核心原则出发,重构城市环境设计预防犯罪体系,借鉴国外经验,设计警用地理信息系统,完善现有法律和法规,强化落实,开辟犯罪防控新领域。

Crime prevention environmental design（ CPTED）,that is,through the five core strategies — natural monitoring,entrance management,field properties,activity support and local maintenance implementation of reasonable planning,design and renovation of the city residential areas achieve the goal of reducing crime,improve residents＇ life quality. In recent years,the theory develops rapidly abroad,and has caused concern. In this perspective,from the recent detection ＂Gan-meng 8. 05 series rape homicide＂of space and time distribution of the urban environment design,environment design in our country there is a big defect on crime prevention function. Therefore,we should begin from the five core principles of crime prevention of the environmental design,reconstruct urban environmental crime prevention system design,draw lessons from foreign experience,police geographic information system design,perfect the existing laws and regulations,strengthen the implementation,and open up new areas of crime prevention and control.
