公立医院实施全面预算管理的策略研究

Strategy Research on Implementation of Total Budget Management in Public Hospitals

本文通过问卷调查、关键知情人访谈、焦点小组讨论等研究方法对上海市宝山区公立医院实施全面预算管理的现状和存在的问题进行了分析,并提出了建立组织架构、制定制度体系、规范操作流程、强化理论培训、加大信息化支撑能力建设等政策建议,为推动公立医院开展全面预算管理,提高公立医院管理水平提供参考和借鉴。

Through the methods of questionnaire survey, key person interviews and focus group discussion, this study makes an analysis on the status and problems of total budget management in public hospitals of Baoshan district.Then the study puts forward the countermeasures and ideas, such as establishing organization structure, setting up system, standardization of operating procedures, strengthen the ability of information system, so as to provide reference for promoting public hospitals to carry out total budget management.
