新形势下村官腐败呈现出新的类型和特征。村官腐败的类型主要有:侵吞国家利益;侵占集体利益;侵害村民利益;霸选、贿选干扰民主选举。村官腐败的主要特征有:案件面大量广;扶贫和民生领域案件高发;窝案、串案突出;"苍蝇式"腐败与"虎蝇型"腐败并存;犯罪手段更加隐蔽和多样化。村官腐败有利益诱惑增大的现实原因,也有责任落实不力、监督机制不完善、惩治不力等体制机制原因。治理村官腐败,必须惩防并举。要加强对乡镇责任落实的监督检查,建立和完善村官"不易腐"的责任机制;强化对村官权力运行的监管,建立和完善村官"不能腐"的监督机制;完善法律法规制度,建立村官"不敢腐"的惩治机制。
