三权分置已成为我国土地制度改革的既定政策选择,理论研究不应仅停留在政策认知层面,而应进行执行效果及影响因素的分析。当前传统农区三权分置政策执行面临一系列的风险,并受到政策执行受众、政策执行制度环境、政策自身特征、政策执行结构等方面的影响。传统农区三权分置政策执行亟须进一步配置和完善"三权"权能,实现立法与政策相衔接,剥离土地的附加功能,重视政策群的系统效用。
