随着城市主导型新型城镇、产业主导型农业、产业与农业、城乡一体化等新政策的出台,新型城镇化建设正在升温,其中公共体育服务建设也在不断创新。通过建立层次分析模型,考虑到政策的支持、效益、品牌效应和权威以及社会凝聚力和其他影响因素,为公共体育服务提供新的模式,解决了新型城镇公共体育服务供给方式。政府、企业和第三部门所占的比例分别为0.423、0.385和0.192。政府和企业供给模式是新型城镇公共体育服务供给方式的主体部分。根据博弈分析和演化博弈分析,政府和企业提供公共体育服务的战略应该是相互合作,新型城镇公共体育服务新的供给方式应是政府和企业协同供应。另外,政府要合理地进行第三部门公共服务的选择性获取,采取竞争促进公共体育服务建设。

With new policies releasing of city leading coun- tryside, industry leading agriculture, reciprocity between in- dustry and agriculture, urban and integration, new pattern urbanization is heating up, its sports public service con- struction is also constantly innovating. Firstly by establis- hing analytic hierarchy process model, considering policy support, yield returns, the brand effect and authority, social cohesion and other influence factors when supply sports public service, the paper solved new pattern sports public service supply ways. Government, enterprise and third de- partment occupied proportions are respectively 0. 432, 0. 385 and 0. 192. It gets that government and enterprise supply in sports public service new pattern supply way are the main parts. Then according to game analysis and evolu- tion game analysis, it solves government and enterprise supplying public cultural service strategies, government should collaborate with enterprise to supply sports public service, so sports public service new pattern supply way should be government and enterprise collaboratively supply on it, and government should properly carry out selective acquisition on the third department public service, adopt strategies of stimulating foreign companies by competition to promote new area sports public service construction.
