Study on perfecting and developing institutional advantage of party-administration co-responsibility system in school (department) of college

本文针对高校院(系)党政共同负责制在认识及实践中存在的突出问题,从谁来负责、如何负责、向谁负责三个方面分析了院(系)党政共同负责制的科学内涵,提出了完善院(系)党政共同负责制的路径选择,即必须提高干部个体素质、理顺干部相互关系、开好党政联席会议、发挥上级组织作用.

According to problems in the understanding and practice of school （department） partyadministration co-responsibility system in colleges, this paper introduces three aspects： who should take responsibility, how to take responsibility and who should be responsible to, analyzing the scientific connotation of school （department） party-administration system, providing better approach for the practice of the system which includes improving leaders＇ constitution, rationalizing leaders＇ interrelation, holding party-administration joint conference, and taking advantage of the role as organizer of leadership.
