航空制造企业党风廉政建设“大监督”方法的研究探索

Exploration of Application of “Massive Supervision” to Construction of Honest Administration in Aviation Manufacture Enterprises

党风廉政建设"大监督"是针对纪委负监督责任而言的监督主体的外延。依据党的"十八大"以来习近平总书记在历次中纪委全会上的重要讲话精神,针对我国航空制造企业在党风廉政建设监督责任中存在的主要问题及产生的原因,探索发挥纪委的监督职能构建"大监督"的方法。结合中航工业集团所属昌飞公司"大监督"的构建实际,在细化监督责任主体,完善监督制度,规范监督内容,创新监督考核问责机制等方面,建立"横向到边、纵向到底"的监督体系,为航空制造企业加强党风廉政建设提供有益的借鉴和参考。

The ＂massive supervision＂ in construction of honest administration is an extension of discipline inspection commission＇s responsibility as a supervision agency. Based on the essence of President XI Jin- ping^s significant speeches delivered in the plenary sessions of the Commission for Discipline Inspection of the Central Committee of CPC since the Eighteenth National Congress of CPC, this paper explores to exert the supervision function of discipline inspection commission with the method of ＂massive supervision＂, ai- ming at the main problems and reasons for the problems in the supervision of construction of honest ad- ministration in China^s aviation manufacture enterprises. Based on the construction of ＂massive supervi- sion＂ system in AVIC Changhe Aircraft Industry Group Corporation Ltd. , this paper proposes to establish a supervision system ＂extending to the verge both horizontally and vertically＂ by specifying the bearers for supervision responsibility, improving supervision system, standardizing the content of supervision, inno- vating supervision evaluation and punishment mechanism, in order to set an example for strengthening construction of honest administration in aviation manufacture enterprises.
