A Study on the Routes for Propelling Diversified Agriculture Operation of Moderate Scale

农业适度规模经营是农业各要素的优化重组,在探索创新过程中不可避免地面临一些困难和问题,主要表现为前期投资大、回报周期长、利益机制缺失、扶持政策落地执行难、规模经营风险等。推进多元化农业适度规模经营的路径不会具有普适性,必须鼓励多方参与、强化利益联结、壮大产业实力、深化农业供给侧改革,发展联盟型、股份型、融合型、服务型农业适度规模经营。

Moderate scale operation of agriculture is the optimization and reorganization of various agricultural elements. In this process of innova-tion and exploration, it is inevitable to encounter with some difficulties and problems. The difficulties may include large upfront investment, long payback period, insufficient benefit mechanism, uncertainty of supportive policy implementation, risks of scale operation. There is no universal path for propelling diversified agriculture operation of moderate scale. Therefore, multilateral participation should be encouraged; benefit connections should be strengthened; industry strength should be expanded; the supply-side reform of agriculture should be deepen; and various alliancetypes, stock-types, convergence-types, service-types of moderate scale management of agriculture should be developed.
