供给侧改革背景下我国金融监管体制重构的思考--基于互联网金融对传统金融的冲击分析

Reflections on the Reconstruction of China's Financial Regulatory System under the Background of Supply-Side Reform——Analyzing the Impact of the Internet Finance on Traditional Finance

近些年来,混业经营已成为金融市场发展的趋势。其中,以互联网金融为代表的混业经营正在加速推进混业监管的进程。而中国金融监管制度停留在分业监管的阶段,不利于金融市场的趋良性发展。可见,金融监管制度改革已经迫在眉睫。金融市场的混业经营将倒逼金融混业监管,互联网金融的快速发展也将更加需要混业监管。文章首先纵观国外金融监管改革路径并进行对比分析;接着构建金融监管演进的数学模型进行推理,得出金融监管改革不仅是金融混业经营发展所推动的结果,而且是金融监管制度演进的必然选择;混业监管对于金融监管主体和金融经营者而言,是一种"双赢"策略。在此基础上,提出建立金融监管磋商会议制度构想。最后在构建系统性金融监管体系、分层次推进混业监管改革、坚持以市场的运行为导向以及形成综合性风险控制体系等方面提出建议。

In recent years,mixed operations have become a trend of financial market development. Among them,the mixed operation of the Internet finance is accelerating the process of the mixed management supervision. However,at the same time,the current financial supervision system in China still remains at the stage of separated supervision,which is not conducive to the healthy development of the financial market. Therefore,the reform of financial supervision system is imminent. Mixed management in financial markets will force the happening of mixed financial regulation and the rapid development of the Internet finance also strongly request the implementation of the mixed financial regulation. Firstly,the article observes the foreign financial regulatory reform path and compares it; secondly,it builds the mathematics model of financial supervision and its evolution. The conclusion of the analysis is that financial regulatory reform is not only a result promoted by the mixed operation of the Internet finance,but also an inevitable choice for the evolution of the supervision system; thirdly,mixed supervision for financial supervision and financial operators are ＂win-win＂ strategy. On this basis,we put forward the idea of establishing the system of financial supervision and consultation meeting.
